The uplink set X has both Ethernet and FCoE networks.

Ethernet networks are limited to occurring once per uplink set per logical interconnect. Having a mixture of Ethernet and FCoE does not allow the Ethernet networks to span the interconnect bay set.
Move the Ethernet networks to an uplink set with ports from interconnect Y and interconnect Z.
